I burned a 2-3 inch whole in my -20F down sleeping bag is this a good long term fix? can it hold up to machine washing?

Unfortunately not. Try to get the same type & color, if that matters to you, of material for a patch & have it professionally sewn on. Don't wash your bag until this has been done.
