Hi Emily, I wore this jacket in -7 with just a tee- shirt and was very warm. I am not sure where you are based but here in Australia our intense conditions are posibly not as intense as others. I have no doubt you could layer it and keep warm and dry. The cuffs may get wet over time as they are a knit fabric. I was very happy with my jacket and how it kept me warm and dry. Hope this helps.
