Does this harness adjust to a smaller size than the Simba? Are there differences between the two, other than that this one has non-adjustable, padded legs? I'm having a hard time deciding between the two. Thanks!

My kids, ages 3 - 5 prefer this over the Simba and this one still has plenty of adjustment both larger and smaller.

That is pretty much it. The Simba is more adjustable, but doesn't have the padded legs. The sizes are the same and everything.
