It says the size for these tongues is 30-31.5, does that mean they wont fit my 28.5 boots?

^ This guy's right. If I were you I would scout around the internet for a correctly sized tongue though, it's really annoying when your cables just sit ontop of the tongue instead of fitting into the grooves like they're supposed to. Plus, who would size up for a "stiffer" tongue in a 10 Flex?

The larger tongue will fit on the boot, but the cables won't line up correctly with the recesses on the tongue. IME, using a larger tongue makes the boot feel less reactive, although some people go one size up on the tongue to stiffen up the boot.
