Is this jacket silent?
It looks sort of rubbery wich should be more silent than normal shells, but I need to check.
BTOH, would this be apropiate as a shell over a TNF Pamir windstoper jacket at 30 to 50 F?
(I assume the Minimalist is windproof too, not just waterproof)

Yes has a fabric outershell wich I can say it alot quiter than any nylon shell that I've owned

thank you very much for your help. I know it is packlite but it looks like having a rubbery finish wich would be more silent, can anyone confirm this?

This is a Gore-Tex Paclite shell so I would not expect it to be silent. It will however be windproof and waterproof so it will meet your needs in this respect. Since it is designed for climbing this shell should fit over your Pamir jacket; however, it generally is not recommended to wear windstopper underneath a shell since you are now layering two membranes that have limited breathability. Not that it can't be done -it's just less than ideal.
