Yes, the powder skirt does zip off to give you a pant that sits just below the waist. Actually, without the jacket to zip it to, the powder skirt just kind of flops and doesn't do a whole lot... As for warmth, this pant isn't insulated. The soft shell material is lined with a soft fabric so that it's comfortable, but they're not insulating.
