Why does this Biz model cost twice as much as the regular Blurr Bandolier? Does it do something twice as good? Carry twice as much stuff? Wha?!

It has to do with the fabric used to make the pack. The Biz uses a 1000 denier polyester, while the Bandolier is a somewhat weak 245 denier nylon.Additionally, the polyurethane liner inside this bag keeps some things waterpoof, the Bandloier doesn't have that option.
