gore tex is so badass they dont need to give you a "rating" because they are waterproof. guaranteed. 10 psi, 30 psi, 100 psi...whatever, these are waterproof.

psi = pounds per square inch. It's a rating of how waterproof the garment is. Most water-resistant fabrics can withstand between 3 to 5 psi of water pressure. Completely waterproof fabrics such as goretex can withstand about 40 psi of water pressure. Although 40 is extremely high because it takes into account of such things as wearing a backpack which adds pressure to push water through the fabric. That all aside, if you intend to use it for skiing, it should be more than waterproof enough for you, unless you plan to sit in a puddle of slush for a few hours :-)
