I'm looking at the Chariot Cycling CTS kit. Does this come with wheel reflectors and a safety flag for added visibility on the roads?

It does come with an orange safety flag. Reflectors should have come with your carrier in the original packaging, although there is a lot of reflective material on the carrier itself.
