Is this compact enough to be used as an underlayer when the weather gets really bad? say under a theta ar for water resistance, or too large for that?

no way. doesn't stuff as compact as down filled jacket. also much stiffer than say northface jackets.

The Arc'teryx Kappa SV might be a bit thick under a Theta AR. I've had my Kappa in pretty heavy snowstorms, and the combo of a good DWR, tight weave fabric, and Windstopper with sealed seams have kept me totally dry.
