How much allowance is there in the hip area? I am easily a small...

How much allowance is there in the hip area? I am easily a small in jackets normally, but in pants I am at least a M or L. People have commented that it is best to size up with this jacket, but that seems to be mostly due to tight shoulders and bust. Would you also say that the bottom half of the coat is smaller than normal?

The Chelsea Down Coat is cut so it flairs out a bit from the waist, so proportionate to the size (in my case, a large) it is not tight around the hips. My hips are 40" and according to the size chart, a medium would work. But the medium was too snug in the chest/arm area, as well as the hips. In other words, there was not enough room for a bulky sweater.
