I wear an 11.5 street shoe. All the ski boots I've ever worn were 29.5 wich is a 11.5. They pack out quickly then get loose and sloppy. Would swiching to a 28.5 {10.5} help or would my feet be bound up. I ski 40 to 50 days a year. Someone once told me that liners were never bulit to last over about three seasons anyway.

I always try and go with a half size smaller at least since in a few hours the boot will be broken in and loosen up. Usually I make sure that my toes are touching the end of boot I'm going to buy. Switching to a smaller size will definitely help you out.
