I don't think that it has that feature - I've got this jacket, however, I have never really found it to get in the way when I haven't been using it. Another option if you don't like snowskirts is the North Face Redpoint Optimus Jacket- very similar (not quite as long, not Windstopper), without the snowskirt. Hope this helps-
