Just bought a pair and under the "product technicality" description it says that the Boa tightener has two settings: "foot top retention for descents and toe tightening for climbing" How does that work? Am I missing something or is this description just a Boa selling point?.

It means that you can re-route the BOA cable in two places over the foot; allowing for "foot top retention for descents and toe tightening for climbing". Basically there are two spots in the lacing system where you can "cross over" the cable bringing more tension to the foot. Please contact Millet at 303-527-1460 for further explanation.
