Write your question here...Hey, I'm 6'3", 198 lbs, measure out at 18" torso length, want to make sure a size medium in the primero 70 will be better than size large. Also, 35" waist, is the padded waist belt on med going to be right fit or can I exchange med belt for large belt and install on the medium primero 70?? REI store employee measured me at 18", and I get same measurement when I measure myself. Thanks much....

I would guess that a medium would be OK for you. If you look on this page (or go to the TNF site) and click on the "See Sizing Chart" link on the upper right side of the page it would suggest that with a torso of 18" and a waist of 35" the medium should fit: http://www.thenorthface.com/catalog/sc-gear/primero-70.html If the hipbelt is too small, I believe that TNF does sell them separately, but I don't think that you can get them through backcountry.com.
