Would this make a good running jacket. I live in SE Alaska and run in heavy rain and strong wind conditions?

Well I'm not sure the temperatures you run in, but it is definitely a very light coat. Only 10.6 ounces, which would be good for running. It is also waterproof which is good for the heavy rain part. For the wind it will be great as well. Your only issue may be how cold of weather you run in. If it gets too cold you could always throw on something like a fleece pullover underneath to keep you warm.
