Can this jacket be opened up around the neck to allow the paddler to cool off a bit when paddling flat water?

opening is big enough for your head to go through, and then can be tightened down using the velcro strap. it is a circular opening, not a v-shaped opening, so i do not think that there will be much cooling off going on. it is a very light weight garment.
