the photo of these Patagonia Capilene 3 Bottoms - Women's appear to have a very short crotch - thus making it impossible to get coverage all the way up the small of your back to your waist -- is that right? are these hip riders rather than fitting at the waist? THANKS!!

I'd call these "mid-rise" -- perfect for me. They hit about an inch below my belly button in front, but there's plenty of coverage in the back. They're not super low-rise, so no worries about, uh, overexposure.
