my plan is to use this cycling or running in the painful NYC winters. is it too poofy for that? also, does anyone know how packable it is?

Much too puffy and much too warm. The extended collar will also inhibit you from staying cool during your runs. I'd go for the Patagonia down sweater vest or the R2.
