I live in Minnesota and commute by bike through the winter. On its own it won't keep you warm. I layer it with a windstopper fleece and feel cool but don't overheat. I also bought a Marmot Furnace jacket, which zips into the Palisades. That will keep you plenty warm (too warm for biking, in fact). It's a great shell, you just need to find the layer that works for you.

If you're wearing it for resort skiing, plan on layering a good fleece and a polypro underneath for warm-ish days, and another layer or two if it's colder. This is just a shell (and a great one at that!!), so all of your warmth will come from your layers and activity level.

If you're talking about wintering in San Diego, then yes. If you live in a real state (that actually gets cold) then no. It has virtually no insulation.
