I am about a 35 in the waist. According to TNF sizing chart, the medium is 32-34 and the large is 36-38. Should I go up or down? If its a looser fit, I would probably prefer to size down.

It depends on how many layers you are planning to typically wear under these pants. With the large you always have the option of using the Velcro cinch straps to get the pants to fit just right.
