I have a Apex Bionic jacket that I wanted to wear as a base layer, and I live in Virginia Beach where we have all four seasons. Is this jacket warm enough for the mid-Atlantic region during the fall and winter?

My brother's girlfriend owns this jacket, and she wears it on trips to places like Seattle in winter and around LA during the rainy season when it gets down into the 40's. It's not just a shell, but I don't think it's warm enough for a "real" winter. BTW, it's a great looking coat - I've been planning on buying one when they go on sale...someday soon hopefully.
