For a person who is 5'7" 140, what size fits well? Also, would a medium be good for layering or a small?

I'd recommend a small in the Arc'teryx Stinger jacket, based on your size. These jackets are cut to accommodate layers so you won't need to upsize to have it fit comfortably on the coldest days, and it won't be floppy when you've got just a minimum underneath. Really a stellar jacket.
