Is this parka sufficiently waterproof AND breathable for Viet Nam at the end of monsoon season? (Late Aug, early Sept)

Not many monsoons in my neck of the woods, but at 25 PSI, it's 100% waterproof. Go for it, a lot of people swear by this jacket.
