I have large calves (16 inches) and size 9 boots. I can't decide which size to get. Some of the comments say they run large and some say they run small. Also, is there a strap at the top that cinches them tighter?

There is a strap at the top to cinch them down and i would probably suggest the large because of your performance calves! Plus it is ok to have a little extra fabric, you can always pull them down a little over the boot.
