I am 5'6 and 137 lbs (size 4 pants; size 6/8 top)- from the comments I'm not sure if the small or medium would fit best. What do you suggest.

You would probably be more comfortable in a medium. Depending on how you want to wear it, mid-layer or outer-layer, you could actually probably fit in either.
