how come someone 5'1 100 pounds can ride a 131 board but someone 4'11 100 pounds can ride a 140?

They should/could theoretically be riding the same size board as weight is the primary determining factor. experience, strength, etc. are also a factor and a shorter board will be easier for beginners to handle initially.
