Thermarest does make an ultra-lite dry sack for various items including pads. It's called the Simply Dry Stuff Sack found here (http://www.backcountry.com/store/CAS0512/Therm-a-Rest-Simply-Dry-Stuff-Sack.html). It can be used as a standard dry sack, but it also works as a waterproof sack for you pad. Roll-top closed bags are not submersible, but they are waterproof.

No, water can get in the top closure system. If you want completely waterproof, grab something roll-top. This is pretty water resistant though, so rain and that won't effect it.
