No. Neither the fabric, the seems nor the top opening are waterproof. Expect things to get damp in a decent rain.

I would like to add that it's not completely waterproof even below the draw string hole. About half my pack was submerged for no more than 3 minutes and there was a tiny bit of water in the bottom of my pack after that, not even enough to dump out. So it's fairly close, under rain I have no doubts everything in the pack would stay completely dry.

It is not waterproof, since it has a drawstring closure, but it is very water resistant. Except that one point that is.
