The reason this is a bit undersized relative to the size of the tent is to prevent water from getting between the tent and the footprint.
Think about it this way: if the footprint is bigger than the tent and sits exposed to the rain, it creates a funnel-effect for water which then gets trapped under the floor of the tent. This completely undermines the whole purpose of the footprint, and gets your sleeping bag wet :(
