Can this be used safely on a down jacket with DWR treated fabric? I would like to protect the DWR but of course do not wish to damage the delicate down feathers. Thanks!

Patagonia Down With It Parka - Women's

I would very much like to order this jacket, but have a few questions first. I am 5'10" tall, 165lbs, smaller on the top than the bottom. I actually take a small in the Land's End Women's Chevron Jacket, but the shoulders are a little too snug, and the arms far too short. Even in their medium, the arms are too short but then the body is too big. I give you this information as a reference as I am unfamiliar with how Patagonia fits. Would I take a Medium or a Large? I have a tendency to look like a big, unflattering, puff ball in longer jackets, so want as slim a fit as possible.

Secondly, does this coat have any inner cuffs under the down sleeves?
