When it's in the 20s in Vermont, I wear this with a single layer of underarmor and I'm comfortable. If it's colder than that, or windy, I wear underarmor with an extra layer (icebreaker 250 merino wool "base" layer is my second layer) and I've NEVER been cold in this jacket.

SmartWool TML Light Stretch Terry Tight - Women's

I wear the Ibex wool energy tights with silk long underwear (cause they're a bit itchy) and also for extra warmth. You could wear these around town if you had a long coat (down, etc) to give some more warmth, maybe. Depends how cold you get.

These are nice pants. They aren't itchy at all, and they're fairly warm. I'm pretty much always cold, and I run and ski all winter long. I wear these from about 30-45 degrees (ie late fall and early spring), maybe even a bit warmer, and they're great for that. I'm waiting for Smartwool to make women's pants for real winter days.

I love these tights, but they are itchy. I almost sent them back, but finally decided to wear them with silk long johns inside and that took care of the problem in terms of wearing them around when I'm not actively exercising. I have worn them just by themselves for winter train runs, under a pair of soft shell pants, and as long as I don't think too much about them, I'm fine, but as soon as I sit down and start relaxing, I start scratching. I wanted thick black winter leggings that I could wear around town all winter, stay warm, be comfortable, but not look totally sloppy, and these are that. They look great, I get lots of compliments on them, and I stay warm. They are very well made, but in general, I think I'm going to use other base layers against my skin (fleece or smartwool, which I also have, and are less warm, but not itchy).

Norrøna Lofoten Gore-Tex Performance Shell Insulated Jacket - Women's

I'm 5'8 and 135 lbs and I wear L in Patagonia and I got this jacket in L and it's perfect. I wouldn't want anything smaller, in part because I want the freedom to wear layers underneath, also. I like more range of motion in my shoulders. I'd try a large for her because better a bit too big in my opinion for a ski jacket than too small. I love the jacket, by the way.
