I think at 250lbs, flex may be more important that length. You'll have trouble finding an exact match. Get the stiffest flex they make (usually only about 180-200lbs) and probably about 160 cm for nordic.

It would depend on his usage. Does he want to ski down on fresh powder, or will he be on groomed trails? Does he want to telemark?

I'd call up Eagle River Nordic in Wisconsin. They can fit the right skis and package for her strength and usage needs.
