Long for sure, I'm 215 lbs and 5' 11' and I fit well in the regular with lots of foot space.

Outdoor Research Lightweight Pack Cover

Yes this pack cover will fit. If you are able to pack all your items inside the pack then the size L should fit. But if you plan on attaching items to the outside like a rope, ice axe, or any extra clothing I would get the XL for the extra space.
