I was told by an online rep that it has locks. I am buying it so I hope she is right,... Yes it has locks on both racks

Inno Racks Universal Ski Rack

Sick rack!!! Bought them last year after the season...just used them recently on my FJ. Bolted directly to the factory roof rack. Easy install! I switched the factory bolts to some stainless nuts and bolts I bought from the local hardware store for a little more security because the factory bolts can easily be removed by hand. for the price BUY THEM!
