probably not the best idea. a down jacket would be best used in conjunction with a technical shell if you are going to get wet. not really sure how to make a bag water resistant...

The sheath becoming fuzzy is not a big concern of the rope, as long as the fibers are not becoming unwound. however the slippage and the kinks could be a concern. the question is mostly about the core. any damage to the core can make a rope unsafe to use. the best course of action if you suspect any core problem is to retire the rope no matter how old it is. the slippage could be due to the multiple elongations on the course. there are ways of making the sheath fit the core again, however they need to be taught by a rope professional for the ropes to stay safe to use with the public.
