Just and FYI, this jacket has a fleece zip-in liner which is unnecessary if you've got a down jacket. Get yourself some 3 layer Gore-Tex. It's the best there is (second to a rubber suit). One of the Arc'teryx Alpha shells might be good. Mountain Hardwear used Gore-Tex Paclite on their Crucial and Typhoon jackets; they would probably be good. Look around the site. Check the rain jacket section as well as the technical shells.Correction on the liner: It's nylon, with 100g Heatseeker insulation. Zoom the picture and you can see for yourself.

Yes it zips off. You can verify it's removable on TNF web site. Plus, I own the jacket and my hood is stored in my backpack for the sometimes nasty breeze at 12,500'.
