The only decision you have to make with this jacket is whether or not you're going to move a lot while wearing it. If you do decide to briskly walk over a mile in it, you should not wear even a thick flannel shirt. You should wear a light t-shirt.

However, I had to wear this during the Inauguration and it ably performed and kept my core warm even in the windchill of 10 degrees that we experienced. I wore this with an Arcteryx hardshell as well and core body temps never dropped.

You can wear this on still, cold nights but if the wind picks up, you'll find your body warmth robbed quickly.
