Answer to: "does the hood come off at all,and whats the lowest temp for this"

No,the hood is attached but can be rolled up and fastened. Since it is a shell, lowest temp depends on what you wear under it. For example, a heavier weight fleece or synthetic fill jacket will keep you warmer than just wearing a synthetic T-shirt under it.
