Does this jacket fit true to size? My daughter wears a 6 usually, but some North Face fits small, so should I order the medium so she can put a sweater under it?

This jacket does fit pretty true to size. If she's on the small end of a 6 I'd go with a small but if she's on the verge of a 6/7 then shoot for a medium. If she's going to be layering I'd definitely go with a medium.
The hood is a removable hood.

no, its kinda more like an upper quad length. If you want knee length the metropolis is at the knee... There is another couple jackets by ISIS and Patagonia that are longer also.
