I'm looking for a lighter weight hooded fleece or jacket that I can wear under my coat or just around the dorm. I found one from The North Face- TKA 100 Masonic Hooded Fleece. Any other suggestions?

It is water repellent for snow and light rain. You will get wet in an all out downpour though.

It's an elastic strap/band that snaps together around your waist snugly, and is at the same time attached to the inside of your coat. It cinches around your waist sort of like a belt. This then keeps the snow/powder from getting in up through your coat. You'll love them, they're quite nice to have. And you don't always have to wear it. If you're using the coat to walk around (leisure) the powder skirt simply attaches to the inside of the coat and stays out of the way.

"Warm enough" is very relative. This has 100 grams of insulation, compare this with others you are looking into. I'm sure this will do the trick. Have you looked into down?
