Would this be OK for cold weather (below 30 F) running with a fleece under it? I just need an outer layer that is water and wind proof and not heavy.

this will work OK, but I wouldn't be surprised if you still got wet during prolonged downpours. At this amazing price.. GO FOR IT!

I wouldn't change a thing about this jacket! It has really payed off during these hot rain shower days!

Umm...no. It's really just a breathable windbreaker. It's designed for jogging in warm weather, so if you're not exercising and it's really cold (and NYC can be really cold), then this won't do it.
