I am trying to fine tune my dry bag set. when dry bags say 9 X 15 what is that? Is the 9 flat width or diameter when filled? Does the 15 length include inches needed to roll down?

Flag

I have the 9X15 4L bag. It is 9 in flat width. The 15 inches is the whole length of the bag. It is more like 11 inches once the top of the bag is rolled down.
