Yes, different lenses block different levels of light (and some are better contrasting for different weather conditions, etc.)
These lenses block 88% of available light. If you're on a snowy peak, it'll block 88% of that light, which could still appear somewhat bright. If you're in a dark forest, 88% of the light will still be blocked, and things will appear pretty dark.
If you're wanting lenses that adjust light transmission, you want 'Transitions' lenses. You'll need to get them direct from a prescription sunglass dealer, and be warned that the half-ass tints in sorta-overcast-conditions make anyone look beyond lame.
