It has waterproof rating so i cant tell is it just water resistant

It has waterproof rating so i cant tell is it just water resistant or waterproof? Is it a shell or lined? If just a shell can a fleece be zipped in?

It is 10,000 mm or 10K each 1,000=1K so not very water proof you want 20k or higher.
