Not true to size

Bought this in size 24 months for my 18 month old twins.
This hat was about 2 sizes too small for them and they are tiny.
Now I have to pay $6.99 for return shipping.
Hat is otherwise high quality and I would recommend it if it was not for the sizing issue.
Backcountry does not have stock in 3T of the deep navy so I will have to looks somewhere else.
