No, it is a spring that can be moved. It will still hold the biner in place until moved.

I like it, I use it on the end of my Metolious PAS I keep the end loop of the PAS inside of the rope keeper and then put all of the loops in the biner but outside of the rope keeper. when it comes time to clip in at the end of a sport climb I drop all of the other loops, clip the biner in and adjust my slack, works great.
