*This is a 2nd hand review, as I set my Father-in-law up with this jacket This winter.
The feedback is 5-star, only gave it 4 on account of the fact that I haven't worn it yet. The long length is great, as are the hip-belt pockets. They do double duty, in that you can get into your under-jacket or pants pockets through therewith ease.
This is, exactly as described, a rain layer that packs up tight and can cover you almost from head to toe. Not quite "poncho-like" enough to go over a day pack, but in a pinch it might work.
