It is light and packs down well however if its pouring constant rain you are going to get wet. Good for a pinch because of how easy it is to carry.
Go with a laminate if you're looking for something water proof though.
The Large fits me great.
I think for the cost, it's great lightweight rain coverage. It has it's own bag to stuff it away! It's not going to get you through a typhoon, but for days where light rain is in the forecast, it's a great jacket to toss in your pack.

I this jacket going to keep you dry in a driving rain during a hike?
No. It's very slightly waterproof, in case it starts drizzling while you're outside or something. 1100mm is a very low rating though, for driving rain you'll need something much heavier.
Would this be good to layer over a non-bulky down jacket?
This would be a good addition over a non bulky down jacket for early season (as well as early morning) hikes, as well as a good piece to wear when you encounter some lighter rain.
