These are what they are made out to be; a basic, fairly inexpensive rain pant. They are good at keeping the water at bay, mostly comfortable, and won't fall apart on you. As others have said they are not the most breathable piece, but, then again, they aren't going to break the bank, either.
Whatever you throw at them.

They're nothing fancy put they'll take whatever you throw at them. I use them in the summer when the rain comes and as an everyday pant for snowshoeing in the winter. Sizing wise they run like regular pants, not over-pants so take that into account. The cord in the waist did break on my first pair but they were replaced for free and two yeas later I've had no other problems.

These pants are great for the price. Fully waterproof (as expected), and the longer zippers allow for easy access and removal. They pack into their own cargo style pocket which is nice, but also come with another stuff sack of the same material. I'm not sure if you double bag it or what, but no biggie. If you plan on sizing for the wearing of pants underneath, be careful as I sized up from a large to an XL for the same reason and the pants were, well, extra large.
utility pant

These are a utility pant. Don't buy for styling or whatever. I wore these in a round of golf in pooring rain. I stayed dry and they cut the wind. I wore them over pants and pulled them over my shoes - no problems there. I paid full price for them because I was in a bind, but my value for them is more like $30. They pack really small and are pretty light which are two of their strong features.
Decent rain pants

I use these for backpacking and hiking in a variety of conditions. There are certainly more waterproof and more breathable pants out there, but for the price this is a great buy. They will keep you dry in light to moderate rain for a while, but I'm not sure I'd trust them in a true downpour. All in all a good buy if you don't want to drop the money for a more expensive pant.
don't breath and insufficient coverage

had these for about a year. the fit is really awkward and there is no articulation in the knees. any kind of big step or if your riding a bike and your ankles are fully exposed. this is particularly a problem if riding a bike as there is constant spray coming off the street. being able to stuff them into their own pocket is a nice feature but the lack of breathability more than counteracts this feature.

Zero styling, cheap appearance, and cheapo nylon that didn't seem breathable at all. Got them for $20, but not worth it.

Does the sizing take into account being able to fit them over other pants?
I'm normally a small so should I buy a medium if I want to wear there over regular pants?
Dakka

No, sizing does not take into account wear them over pants. they're meant to be worn by themselves or a base layer, which you still wouldn't size up.

These are a very trim cut. Cuts down on the noise factor too.

I would definitely size up if you intend to wear them over other pants. That's what I did and this lets them be a good emergency rain layer as that afternoon storm rolls in.

Why does the size say XXL (38.36)? Does that mean they fit 42 in waist and 34 in inseam? Please clarify.

38.36 is the price for the XXL. Sometimes prices vary by size and/or color depending on supply/demand.

very light and pack up in a small stuff sack (included!!)
worked well on a snow hike. work well in the wind too. layered with a pair of CVW tights and stayed comfortable as long as i was moving.
no issues getting them on or off over boots
got a small scratch on them from an ice axe, but didn't go all the way through. but was close. one of the problems with very lightweight fabric i guess.

Arrived at my door on a rainy day- Perfect! Very light weight, and it fits in a small stuff sack so it's easy to have on hand at all times.

These are light and pack away small in your pack. I have always carried them as insurance on cold (sub 40s) hikes. Finally used them for a few rain/sleet/snow cold days on the Colorado trail worn over silkweights and I gotta say I am very impressed with the breathability. No moisture build up. Now it was cold and lower humidity but they worked as adv. Front zip pocket was handy for keeping the digital camera against my leg and warm enough to function. My only gripe is the elastic pull for the waist. It didn't fail but looks suspect. If it did it would not be a show stopper, merely an inconvenience.

Awesome pants to keep you dry

I absolutely love them so much I got two of them, they really keep you dry. I wear them for 18 hours a day in wet factory conditions, they will take punishment from chemicals like iodine dips and cleaning detergents. These pants are very thin and very light, I also work in cold conditions so I wear Underarmour thermal pants underneath it without any problems. One of my pants is made in China, while the other was made in Vietnam, they do have some minor differences like one of them has a bigger zippable pocket. I made a mistake by putting one of them in the dryer, which I think somewhat melted the logo paint a little. By all means do hang dry them as they do dry really fast.
